Russia: Not Invading Ukraine Unless Provoked

The United States has shared with European allies its fears over Russian troop movements on the Ukrainian border and a potential attack. Ukraine says 90,000 Russian soldiers are now stationed near its border. The Kremlin says it is up to Moscow where it deploys troops within its own borders and denies it might be weighing an attack.
