On Oct. 20, U.S. Secretary of Education Betsy DeVos put out a report that showed American Universities previously failed to disclose $6.5 billion in foreign gifts and contracts. These come from countries including China, Russia, Saudi Arabia, the United Arab Emirates, and Qatar.
Section 117 of the Higher Education Act requires nearly all colleges and universities to report, twice each year, foreign gifts and contracts of $250,000 or more.
