The person who created the FBI mass shooting protocol says that she is shocked by the police response to the mass shooting in Uvalde. She admits there have been some trip-ups among police departments in the past when responding to these incidents, but she says police staying on the other side of the wall for an hour is unheard of. NTD spoke with Lieutenant Steven Rogers, a retired New Jersey police detective and former military intelligence officer assigned to the FBI National Joint Terrorism Task Force, about how to address shootings more broadly.
