Ursula von der Leyen, president of the European Commission, which is a part of the European Union, told citizens on Sept. 7 that they’ll propose a mandatory target for reducing electricity use at peak hours. That comes amid a scarcity of energy caused by climate policies, according to experts, and Russia’s attack on Ukraine, according to von der Leyen.
