The United States relies on Chinese shipping carriers to deliver U.S. exports. But it seems some Chinese shipping companies may not want to do that anymore.
Chinese carriers like COSTO and OOCL are shipping more empty containers out of the United States than loaded ones, and that is hurting American small businesses.
